Custom controlbar buttons should have a mouseover state

Description

Currently, custom controlbar buttons don't have a mouseover state. Plugins should be able to define over images for custom buttons, as the built-in buttons have.

Custom buttons will be able to do so in 6. The CC/HD controls will be special cases with multiple options.
