Fullscreen mode not available in Safari before playback

Description

Since HTML5 mode uses the webkitEnterFullScreen() API to switch to native fullscreen in Safari, the fullscreen behavior is slightly different in Safari vs. other browsers in HTML5 mode and in Flash mode. We should investigate using simulated fullscreen mode in the IDLE state and only use webkitEnterFullScreen if the video is playing.
