Allow both dock and controlbar icons to appear simultaneously

From plugin developer feedback: 

Feature request: Please let me ALWAYS add buttons to the controlbar - sometimes dock
buttons are applicable, and sometimes controlbar buttons are. And sometimes I want 
both.

In the 6.0 player, we'll support a limited number of features in the controlbar. All other features should be added to the dock. Why so?

  1. Consistency across Desktops and Touch devices (where we don't draw our own controls)
  2. Consistency with other video players (having weird buttons in the controls confuses)

The following buttons will be part of the controlbar in 6.0:

  • play (toggle)
  • prev/next
  • position (slider)
  • quality (menu)
  • captions (menu)
  • volume (menu)
  • fullscreen (toggle

The controlbar will likely expose some functionality for the Captions plugin, but our 6.0 public Button API focuses on the docs.

Not needed, since controlbar buttons cannot be added anymore.
